Delhi Mayor Kanwar Sain's idea to introduce board exams for Class V to "improve educational standards in primary schools" is unlikely to get through as it violates the Right To Education Act, passed by Parliament recently.
It says that no child shall be required to pass any board examination till competition of elementary education, a senior HRD Ministry official said.
"The Act may not have been notified. but it has been passed by both Houses of Parliament. This suggestion of holding board exam at class-V violates the provision of the Act. So it may not happen," he said.
